A MAJOR $25 million dining and entertainment precinct proposed for Wynnum’s waterfront is believed to be in the final stages of Development Approval as Carina Leagues Club pushes ahead with plans for a landmark Bayside destination.
The project, known as Bayside Pavilion, was lodged for Development Approval in December 2025 and is now understood to be nearing a decision, with a targeted 2028 opening at 18 Fox St.
Set to transform the prominent foreshore site, the three-level development will feature an early morning cafe that converts into a fish and chips takeaway, a premium 300-seat restaurant with private dining rooms, a rooftop bar and functions space, a sports bar lounge, and a two-storey supervised children’s play area.
Carina Leagues Club said the development marked a significant step in its evolution into a multi-site operator, while positioning the Wynnum foreshore as a key destination ahead of the Brisbane 2032 Olympic and Paralympic Games.
The venue is expected to create more than 100 local jobs and aligns with the broader Wynnum 2046 Investment Plan.
The site has been owned for the past two years by long-time Wynnum community figures Adam and Kylie Lipke, who purchased it from Sue Lawson, Ms Lipke’s mother, who held the property for more than 30 years.
Mr Lipke said the project would build on a long-standing family connection to the area.

Carina Leagues Club CEO Adam Wiencke said the proposal was focused on delivering a community-driven destination.

The club said the planning process had involved consultation with local stakeholders, council, and indigenous, environmental and economic advisors to ensure the project reflected community expectations.
Designed by Altis Architecture, the precinct will incorporate elements aimed at activating surrounding public spaces including Greene Park and Wynnum Creek.
Ashley Cooper Construction has been appointed as the construction partner, following its work on the club’s recent $16 million renovation in 2024 and ahead of a planned 2026 Phase 2 extension at Carina.
