Council officers recommend parking law changes for Cleveland Central sites

Redland City Council officers have recommended that councillors approve amendments to local parking laws to formally bring several Cleveland Central carparks under council regulation.

The proposed Amending Subordinate Local Law No. 3 (Subordinate Local Law No. 5 (Parking) 2015) 2025 will go before councillors at next Wednesday’s general meeting.

If approved, the changes would include the South Mall carpark near Woolworths and the North Mall carparks located beneath Coles on both Level 1 and the basement level within Cleveland Central.

The recommendation follows a request from Cleveland Central’s owners, Haben Group Pty Ltd, to enter an agreement with council under the Transport Operations (Road Use Management) Act 1995 to enable regulated parking across their Cleveland properties.

Council officers say the proposed amendments have been drafted in line with the Local Government Act 2009 and council’s adopted local law-making process, ensuring compliance with legislative and competition requirements.

Community consultation, held between August 21 and September 11 this year, provided information to the public about the proposed changes.

The process drew 166 visits to the project page and 48 downloads of the draft law.

The officer’s report found the changes do not create any anti-competitive provisions and recommended councillors proceed with adopting the amendment.

If endorsed, the amended subordinate local law would be published in the Queensland Government Gazette and on council’s website, taking effect either on the gazettal date or another date set by council.

However, the recommendation is only a proposal at this stage — councillors will debate and decide the matter at their general meeting on Wednesday, October 15.
