REDLAND INVESTMENT CORP SET TO BE WOUND UP

Speculation is rife about confidential item 19.8 from last week’s Redland City Council General Meeting with sources indicating council will move to absorb the Redland Investment Corporation (RIC) back into the organisation following an External Service and Efficiency Review.

Local Redland Bayside News understands councillors voted during confidential discussions last Wednesday to adopt Option 1 of item 19.8 – External Service and Efficiency Review Implementation.

The matter appeared hidden on the General Meeting agenda and was considered confidential under sections 254J(3)(b) and (g) of the Local Government Regulation 2012, citing “industrial matters affecting employees” and “negotiations relating to a commercial matter involving the local government”.

The agenda overview stated the report was to:

Consider options for implementation of business-critical recommendations from the External Service and Efficiency Review.”

Local Redland Bayside News understands recommendations from the review include absorbing RIC’s current operations — including projects, contracts and personnel — back into council, with sources indicating the entity was not delivering the intended strategic or financial benefits back to the community.

It is expected current RIC-managed projects would instead be overseen by council’s Major Projects team.

RIC was originally established as a commercial arm of council to oversee investment, property and economic development opportunities on behalf of the city.

The reported move comes amid broader upheaval surrounding several major projects and development initiatives across the city, including issues relating to the Cleveland Priority Development Group process, the State Government’s intervention at Weinam Creek, and Walker Corporation’s withdrawal from the proposed Toondah Harbour development.

The decision is expected to form part of broader governance and efficiency reforms flowing from the external review.

It remains unclear at this stage what impacts the move may have on staffing arrangements, existing commercial agreements, or future economic development activities.

In response to questions from Local Redland Bayside News regarding the confidential resolutions, council said:

In accordance with the Local Government Regulation 2012, Council has up to 10 days after a meeting to make minutes publicly available.

“The minutes of the General Meeting held on 20 May 2026 are currently being finalised and are expected to be published on Council’s website by Friday 29 May 2026.

“Council does not release resolutions outside of this process.

“Resolutions are published within the minutes, which become the official record of Council decisions once confirmed.”

The developments follow significant changes at RIC in March, when the corporation’s long-standing independent board resigned after 11 years.

Chairman Phil Hennessy and directors Greg Kempton and Mitch Neilsen stepped down at the RIC annual general meeting, with council appointing interim directors Redland City Council General Manager Infrastructure and Operations Chris Isles and Executive Group Manager Financial Services and Chief Financial Officer Sandra Bridgeman on an unpaid temporary basis while the efficiency review was undertaken.

At the time, council said the move would ensure “seamless continuity and appropriate governance oversight”.

RIC’s outgoing board defended the organisation’s role, arguing it had evolved from a profit-focused entity into a city-building and place-making vehicle aimed at driving economic development and investment outcomes for the Redlands.

Since 2015, RIC said it had returned more than $2.7 million in dividends to council and delivered projects including the Edge 521 townhouse development, the Vacenti aged care project in Cleveland, and major partnership agreements linked to the Capalaba Town Centre revitalisation project.

Council has not yet publicly released the adopted confidential resolutions from last Wednesday’s meeting.
