City planning overhaul sets course for Redlands Coast growth

REDLANDS Coast’s future growth, infrastructure and essential water and sewer services are set to be guided by a suite of updated planning documents endorsed this week.

The changes to the Local Government Infrastructure Plan (LGIP) and Netserv Plan outline how the city will plan for and fund major infrastructure needed to support future development and a growing community.

The changes update Council’s Local Government Infrastructure Plan (LGIP) and Netserv Plan — two key documents underpinning the city’s future development and infrastructure delivery.

Acting Mayor Julie Talty said the LGIP provided the framework for major infrastructure funded through development contributions.

“The changes to the LGIP, which forms part of the current City Plan, are part of a statutory review under the Planning Act 2016, conducted every five years,” Cr Talty said.

“The LGIP identifies what future shared trunk infrastructure is necessary to support a growing community.

“It also shows how this infrastructure fits with local planning goals, funding and identifies priority infrastructure areas to guide future development.

“In addition to multiple minor changes, more substantial amendments to the LGIP include new population modelling, amendments to the schedule of proposed works, changes to priority infrastructure areas, and updated financial modelling.

“The Netserv Plan is the key strategic document guiding the delivery and operation of water and sewer infrastructure and services.

“It forms part of the LGIP and is administered by Council.”

Council resolved at this week’s General Meeting to advance the amendments, including requesting approval from the Queensland Minister for State Development, Infrastructure and Planning to adopt the proposed LGIP Amendment.

Council will also notify the Minister of the adoption of the Netserv Plan Amendment.

Planning and Regulation Portfolio Representative Cr Rowanne McKenzie said the updates brought together years of planning work and public feedback, with consultation held throughout March.

“The updates consolidate a range of amendments and work undertaken over recent years and incorporates them into the current City Plan and its supporting documents,” Cr McKenzie said.

“Running concurrently with this process, Council is also preparing a new City Plan, which is anticipated to be presented for Council adoption in 2029.

“Consequently, at today’s General Meeting, Council also endorsed the making of a new Local Government Infrastructure Plan and a new Netserv Plan to align with the preparation of the upcoming City Plan.”

The LGIP is required under the Planning Act 2016 and connects land-use planning with the infrastructure needed to support new and growing communities.

Under the South-east Queensland Water (Distribution and Retail Restructuring) Act 2009, Council must also maintain a Water Netserv Plan consistent with ShapingSEQ, the South-East Queensland Regional Plan, and the planning assumptions guiding Redlands Coast’s future.
