THE Wynnum Manly Community Group says Brisbane City Council’s detailed assessment of the proposed $25 million Fox Street Bayside Pavilion highlights the importance of robust planning.
The comments come after the Council issued an information request to the applicant, seeking further details on parking, traffic, noise, servicing, operating impacts and the overall scale of the proposed three-storey waterfront development..
The State Assessment and Referral Agency (SARA) has also requested additional information relating to coastal hazards, sea level rise and engineering matters.
Wynnum Manly Community Group spokesperson Tarnya Lowe said the organisation welcomed a transparent planning process.
“The Wynnum Manly Community Group exists to help ensure our community is informed, engaged and has a genuine opportunity to participate in decisions that shape our local area,” she said.
“As a result, we welcome a thorough and transparent assessment process.
“Information requests are an important part of the planning process, ensuring decision makers have the information they need to properly assess significant developments.
“We believe that benefits both applicants and the community.”
Ms Lowe said many of the issues raised by Council had also been consistently identified by residents throughout the assessment process.
“Many of the matters identified by Council, including parking, traffic, noise, servicing, operating impacts and the overall scale of the proposal are issues that local residents have consistently raised throughout this process,” she said.
“In addition, the State Assessment and Referral Agency (SARA) has recently sought further information on coastal hazards, sea level rise and engineering matters.
“Together, these demonstrate the detailed assessment that significant developments undergo before any decision is made.”
She said the process reinforced why community consultation remained an essential part of planning decisions.
“This also highlights why meaningful community consultation is so important,” she said.
“Residents bring local knowledge and lived experience that can help identify practical issues alongside the technical assessments.”
Ms Lowe said the community group’s role was not to campaign either for or against the development, but to ensure residents had an opportunity to participate in the planning process.
“Our role has never been to determine whether a development should or shouldn’t proceed,” she said.
“Our role is to advocate for informed community participation, ensure local voices are heard, and encourage transparent planning processes that build confidence in the decisions ultimately made.”
As part of that work, the group conducted an independent community survey which attracted 624 responses.
“The response demonstrates the high level of community interest in this proposal and the importance local residents place on being heard throughout the planning process,” Ms Lowe said.
“Rather than relying solely on anecdotal feedback, we wanted to better understand the issues that matter most to local residents.
“We are currently finalising the analysis and look forward to releasing those findings publicly in the coming weeks.”
She said the group’s focus remained on ensuring planning decisions were based on sound technical assessment and local input.
“Ultimately, our advocacy isn’t about opposing or supporting development as a matter of principle,” she said.
“It’s about ensuring decisions are made transparently with robust technical assessment, meaningful community input and a clear understanding of the local impacts.
“We believe that’s how better planning outcomes are achieved.”
The proposed Bayside Pavilion would include a restaurant, rooftop bar, function spaces, sports bar, café and family play facilities overlooking Wynnum Creek.
The applicant is preparing a response to Council’s information request before the development application progresses to the next stage of assessment.
