State clears path for Birkdale precinct as council prepares to lock in planning framework

REDLAND City Council is set to formally note the completion of the statutory planning framework for the Birkdale Community Precinct, paving the way for delivery of the Brisbane 2032 Olympic whitewater venue and broader community infrastructure under a series of strict State Government conditions.

A report to this week’s council meeting confirms the Local Government Infrastructure Designation (LGID) has been finalised, providing a streamlined planning pathway for the precinct while incorporating mandatory environmental, transport and construction requirements imposed by the Queensland Government.

Councillors are not being asked to approve the designation itself, with that authority already delegated to chief executive officer Louise Rusan.

Instead, they are being asked to note the completed designation and its implementation as the statutory framework for the precinct, ahead of publication in the Queensland Government Gazette.

The designation covers the former Commonwealth lands on Old Cleveland Road East and establishes the planning framework for a wide range of future infrastructure, including sporting facilities, parks, community and cultural facilities, education, healthcare, emergency services and other government infrastructure.

The report says the State Government has identified the Redland Whitewater Centre as a venue for the Brisbane 2032 Olympic and Paralympic Games, making finalisation of the designation an important milestone for the project.

While clearing the planning pathway, the State has attached an extensive list of mandatory conditions covering stormwater management, koala habitat protection, vegetation conservation, rehabilitation, bushfire planning, transport infrastructure, event traffic management and contaminated land management.

All future development within the precinct must comply with those requirements.

Among the conditions are requirements for detailed fauna and vegetation management plans before clearing begins, ongoing coordination with State agencies, rehabilitation programs, public transport facilities, active transport links, external road upgrades and traffic monitoring, as well as event management plans for major gatherings.

Council officers say the additional requirements will influence project staging, design and delivery timelines but will not prevent the precinct from proceeding.

They note the designation provides clear and enforceable development conditions while reducing planning approval risks through a single statutory framework.

The report acknowledges implementation of the State’s conditions may result in additional costs associated with environmental management, transport infrastructure, monitoring and reporting, with those expenses to be addressed through future project staging and budgets.

Council officers recommend councillors note the report, acknowledge the CEO’s delegated authority to make the designation and continue progressing the Birkdale Community Precinct Master Plan using the completed designation as its statutory planning framework.
