Redland Council Confirms CEO Delegations in Annual Review

Redland City Council will reaffirm and update the legislative powers delegated to its Chief Executive Officer (CEO) following its annual review, ensuring operational decisions remain aligned with Council policy.

The review, presented in the Council’s General Meeting agenda for 12 November 2025, confirms existing delegations and introduces new or amended powers provided by the Local Government Association of Queensland (LGAQ).

The updates are designed to keep the CEO’s authority in step with changes in State and Commonwealth legislation.

Section 257 of the Local Government Act 2009 allows councils to delegate certain powers to the CEO, with a requirement for annual review to maintain alignment with Council intent.

Redland’s updated register, based on recommendations from King and Company and reviewed by Legal Services, details all current legislative delegations and highlights any new or amended provisions.

The review also confirms delegations under Redland City Council Local Laws, with no changes proposed for 2025, and includes a register of powers delegated directly to the CEO by the State for noting.

Council officers stressed that the delegations provide the CEO with the authority to make operational decisions and do not alter any existing Council resolutions beyond the scope of the updated register.

The city’s $10 million financial delegation to the CEO, established in 2021, remains unchanged.

The officer recommendation asks Council to confirm all existing delegations, adopt the new and amended powers outlined in the updated register, and note the direct State delegations.

Council has the option to seek further information before confirming the changes.

The annual review underscores Redland City Council’s commitment to maintaining effective governance and ensuring its CEO has the tools needed to manage the day-to-day operations of the city in line with legislative and policy requirements.
