Bayside man under probe for ‘dangerous’ health treatments

A BAYSIDE man accused of providing dangerous and ineffective health treatments is the subject of a rare public warning issued by Queensland’s Health Ombudsman.

David Zhen, also known as Tai Hui Qing and Qing Jong, is the Director of H2O Massage Pty Ltd, trading as H2OMASSAGE.

The company address is listed as 13 Grenoble Place, Ormiston.

Mr Zhen is under investigation by the Office of the Health Ombudsman (OHO) and has been banned from providing or supporting any health services following the issue of an interim prohibition order on June 12, 2024.

The OHO alleges Mr Zhen placed patients at high risk of serious harm by claiming to cure serious illnesses, discouraging clients from continuing conventional medical treatments, and failing to implement infection control.

“Mr Zhen has placed his patients at high risk of serious harm by providing health services and treatments that could be dangerous and ineffective,” said Health Ombudsman Dr Lynne Coulson Barr.

“We urge members of the public who have received a health service from Mr Zhen to seek medical advice from a registered medical practitioner, and to contact the OHO.”

“This is only the second time the OHO has needed to release a public statement in order to protect the community.”

The Health Ombudsman issued the statement to warn anyone who may have received treatment from Mr Zhen, in Australia or overseas – including China – that the services could worsen their condition or place them at ongoing risk.

While the investigation has identified multiple individuals treated by Mr Zhen, the OHO has been unable to determine the full extent of those affected.

Dr Coulson Barr reassured the public that most health professionals deliver care responsibly.

“The vast majority of health practitioners across our state provide safe and appropriate care to their patients,” she said.

The power to issue public warnings about health practitioners under investigation was introduced in October 2022 through amendments to the Health Ombudsman Act 2013 (Qld) and the Health Practitioner Regulation National Law Act 2009 (Qld).

Anyone who received services from Mr Zhen before or after June 12, 2024, is encouraged to contact their GP or nearest hospital and lodge a complaint with the OHO by calling 133 646 or visiting oho.qld.gov.au.
