From July 1, major changes are coming to aged care services across Australia with the introduction of the new Aged Care Act and the Support at Home program.

These reforms are designed to better protect the rights of older people, improve service access and transparency, and ensure a more person-centred approach to care.

Key changes:

The new Aged Care Act introduces clear rights for older Australians, including:

  • Easier access through a single-entry point and consistent assessment process.
  • Stronger decision-making support, allowing individuals to nominate trusted representatives.
  • Improved provider transparency and service expectations.
  • Direct allocation of residential care places where needed.

Introducing Support at Home

Replacing the current Home Care Packages (HCP) and Short-Term Restorative Care (STRC) programs, Support at Home will help older Australians live independently for longer. It offers more flexible access to services, products, equipment, and home modifications.

What this means for you

If you’re currently receiving a Home Care Package, you’ll transition to Support at Home on July 1. You’ll keep your current package level and unspent funds, and most people can continue with the same provider. You will need to review and sign a new service agreement that outlines your services and costs.

Costs and contributions

While the Government remains the main funder of aged care, individuals who can afford it will contribute toward their services. Contributions will:

  • Be based on an income and asset assessment (excluding your home).
  • Apply only to services received – no more flat daily fees.
  • Vary by service category: independence or everyday living.

If you were approved for a Home Care Package before September 12, 2024, you’re covered by the “no worse off” principle, ensuring you pay no more – and possibly less.
